Privacy Report in Safari

The privacy report feature in Safari has never worked for me. It always says “Not enough data to generate a report”. Why is that?

First, we recommend making sure that you have "Prevent cross-site tracking" enabled in Safari preferences. Check out Prevent cross-site tracking in Safari on Mac for details.
If Prevent cross-site tracking is enabled and you still receive this message, test in both a Private browsing window and standard browsing window. Does the issue occur in both or which window?

When you use a private browsing window, each tab is isolated which prevents websites from tracking across multiple sessions. This may be the reason that there was not enough data to report. Check out Use Private Browsing in Safari on Mac.

Prevent Cross-site tracking was always enabled.
I’ve just now used a Standard browsing window and for the first time it has generated a report.
I always have used a Private browsing window so I guess it wasn’t able to generate a report because of that.
Are Privacy Reports unable to be generated when using Private browsing?
