"iPhone Storage Full" Erroneous Error

I have 103GB of available iCloud storage

I have 17GB of available phone (device) storage


Problem: Settings message "iPhone Storage Full" is wrong but nothing I do will resolve this.


I removed unused apps

I DO NOT want, nor do I feel it necessary to store my photos on the cloud (never have and frankly I shouldn't have to be forced to. Doing so means incurring cellular data charges anytime I want to view and edit my photos away from WiFi. Don't want to do that and again, I have plenty of device storage and icloud storage so why the persistent, irritating and misleading message.


How do I eliminate this erroneous message?
