If you are asking about the spinning network icon, this is expected behavior. There are no troubleshooting steps that will stop it from occurring entirely, and this is not an indicator of a larger issue. This is a result of the way the iOS device is configured, or the processes that have been initiated on it.
1. Enable Airplane Mode with Wi-Fi and Cellular Data set to Off, to confirm the icon is specific to your network connection: Use Airplane Mode on your iPhone, iPad, iPod touch, and Apple Watch - Apple Support
2. Check Settings > Battery to see what apps you may be using more than others: About the battery usage on your iPhone, iPad, and iPod touch - Apple Support
3. Check Settings > Cellular > Cellular Data to see if any apps should have cellular data disabled: Check the cellular data usage on your iPhone and iPad - Apple Support
4. Adjust the following to help limit the processes you are not actively using:
• Background App Refresh (Settings > General)
• iCloud content syncing (photos, contacts, files)
• Automatic Downloads > App Updates in Settings > App Store (at the top)
• Automatic Downloads in Settings > Music
• An iCloud restore or backup
• Mail settings being set to Push (which will cause the device to reach out to the Email Service Provider (ESP) servers quite often throughout the day)
• Media downloading in native or third party apps
• Wi-Fi Sync being enabled, and your device being near the computer the device is set to sync with via Wi-Fi
• A profile installed on the device (Settings > General > Profiles)
• An outgoing message in the Messages or Mail app, or other similar third-party messaging apps
• Voicemail app reaching out to their carrier to check for new voicemails
• Outgoing or incoming messages in Messages or Mail that contain large attachments
