USB port(s) power off when in sleep mode?

Is there a setting to make Mac Mini M1 USB ports shut off power when computer is in sleep mode?

I am trying to have my Apogee Quartet power off when in sleep mode. I actually had it working for a while, but made some changes and now I cannot get it to work. I am entering sleep mode via pulldown menu and I have all power saving settings off and monitor set to sleep after 3 hours.

Now the reason is over, I want to turn it off, however this is not possible. It is like there is an elastic mechanism that keeps the toggle on no matter what I try. Simply pressing on the left part of the toggle doesn't work, dragging the toggle to the off section automatically returns to on immediately. Any help?
