In-App Purchases on Apple Ipad Pro and Iphone 11

I just recently got a new iPad Pro. And I have had an iPhone 11 for just a little under a year. I am trying to figure out why my iPad won’t allow an app digital purchases on my movie app VUDU.I tried to purchase the same thing through my phone, in case it was because I only recently got my iPad, But then it said the same thing on my phone. Before getting my iPad I had previously purchased a movie through this app on my iPhone 11. But now I can’t do in app purchases through either devices.
