I borrowed an iphone charger to charge my ipad 4th gen it was ridiculously slow. So I returned the said charger and the owner said that I broke the charger their device is charging slower than before. Is this possible I need some clarification?

If it's the old 5 watt iPhone charger, it will take a long time to charge an iPad, but it won't cause damage to the iPad or charger. If a charger is damaged, it probably won't work at all, not just be slower than before.
