Assuming the iphone 8 is working, you can transfer the information, using Quick Start
Use Quick Start to transfer data to a new iPhone, iPad, or iPod touch - Apple Support
Reset the iphone11 back to factory settings with
Settings, General, Reset, Erase all content and setting.
Then start the setup again as above.
