FaceTime

I haven’t been able to FaceTime one contact in my phone and they have FaceTime activated. When we restart our phones, If I call them they are not getting them and when they call me I am not getting them. sometimes we’ll call each other all day and get lucky if a call goes through. Is anyone else having this problem? What should I do?
