In photos I have a library called "unable to upload". How do I get these pictures to upload to iCloud?

Do you mean a complete library with the name "unable to upload", or are you seeing an album in the Photos sidebar called "Unable to upload"?


if it is an album in the sidebar, the items in this album are in a format that is not supported by iCloud. You have to export these videos or images from Photos and convert them to a different format. For example, PDF files are not compatible with iCloud Photos on macOS 11 Big Sur. See: Set up and use iCloud Photos - Apple Support

File types that you can use with iCloud Photos
Your photos and videos are stored in iCloud exactly as you took them. All of your images are held in their original formats at full resolution — HEIF, JPEG, RAW, PNG, GIF, TIFF, HEVC, and MP4 — as well as special formats you capture with your iPhone, like slo-mo, time-lapse, 4K videos, and Live Photos.


So remove any items in a different format - also items, tat are neither videos nor image files, for example audio files or graphic files.
