For some reason I clicked on a phishing link for paypal (I dont even have paypal), but was stopped from visiting the site from the fraudulent website warning on my iphone. I closed the tab, cleared website data and did a malware scan (which said it was all okay) and changed my ID password too. Is there anything that can happen to my phone by clicking on a link, but being prevented?
You're probably fine. You would have had to have entered your information for them to do anything fraudulent. Sounds like you've taken the necessary precautions.

Is a good thing that you have changed your password. You may check your list of apps in case there are apps that have been downloaded maliciously
