Activation Lock ****

I'm trying to help my father law get his iPad working again. He couldn't remember his passcode so I had to reset the device. When I reset the device it gives me the activation lock username/password. His wife and him have iCloud accounts but neither Apple ID/password works. I've been able to log in with both iCloud accounts and don't see the device linked to their accounts. However I do see the locked iPad on a list of trusted devices on another iPad they have.

Will removing this device from trusted devices remove that activation lock? What are my options here?

1. No.

2. If it's locked to a different account, log in with that one. If not, click here or go to a physical Apple Store; you'll likely be asked for its purchase receipt.
