Retrieving notes from broken phone

A few days ago my phone 6 suddenly stopped working (it's only 3 years old). I did not drop it in the water or anything. The phone still vibrates when I get notifications and calls but I can't do anything. When I click the power button, the screen turns on, but it is only a very dark gray. It is basically the same color and brightness as the apple loading screen but without the logo. I tried restarting the phone by holding in the power and home buttons but it did nothing. I took it to the apple store and they said I would need to pay $130 dollars to get it fixed. Does anyone know how I can access my photos and notes from my phone. My iCloud says 2.4 gigabytes of cloud storage is used by my photos but when I look at my cloud app on my PC, no photos are there. I did not have my notes linked to iCloud. Are they lost now? Could I sign into my Apple ID on another device and retrieve data?
