Airpods Pro Can't Connect to Windows 10 on Macbook Pro

I can't seem to get my new Airpods Pro to work on my Macbook Pro running Windows 10. I get the message "Airpods Pro couldn't connect. Try connecting again" when I try pairing under the bluetooth settings. I have watched dozens of videos and read about as many articles on how to connect them with bluetooth to no avail. I've tried a third party bluetooth radio with the same outcome. Other "earphones" connect just fine so I think bluetooth is working fine. The Airpods Pro work fine in the Apple OS on the same Macbook Pro, plus my iPhone and iPad Pro, so I think they are probably fine. I think this is just a configuration issue but I just can't find it. Has anyone else experienced this issue?
