ECG app not working

I just got a apple 6 watch from hubby for christmas ! Its a apple watch 6 Model A2291 serial number H4****1RM bought from US area . I cannot get the app to work it tells me to open Health app on iphone to set it up but I have tries UNLESS I am doing something wrong.I have had other apple watches latest 4 and I di nothing eXtra to set it up.I have rest and erased it and set it up again and yet It will not let me do the ECG ??? Any suggestions would be helpful ..Thank you

I think the key thing here is it sounds like you are not in the USA.

Taking an ECG with the ECG app on Apple Watch Series 4 or later - https://support.apple.com/HT208955 - "Make sure that the ECG app is available in your country or region and that you're in the country or region where your device was purchased." Unless it is supported both in the country of purchase and where you reside, it won't work.
