using Apple Mail with multiple Email accounts isit possible to setup different rules for each email account ?

I guess you can, but did not try it:, assuming you have called the emails mail-1 mail-2 mail-3 ....

• add a rule: eg "mail-1"
• next line: if "all" of the following conditions are met:
• "To" "contains" "mail-1"
• then allow with the "following actions"....etc.

It works with me, just tried it
