Sync pending on icloud file upload

I have uploaded my folders and files from my external hard drive with my pc to icloud drive, days ago. I did this at the recommendation of an Apple tech person because I cannot access the files on my external hard drive on my new Macbook Air. I have checked the icloud folders on my pc. Many of the folders have the status "sync pending." How long does the sync process take? I have purchased 2 tb of icloud space. I have uploaded 413 GB. I presently can only access on my Mac about 2 GB of the files.
