Can I use an old iPhone without a carrier

I’m trying to set up an old iPhone for my kid to use with just wi fi at home, not using a carrier or as a cell phone

is there a way to do this? It keeps failing to activate and seems to still be associated with an old ID even though I reset all the data / settings etc

is there a way to set it up?

If it is associated with the old ID, and is activation locked, you will need that old ID to remove the lock.
