Activating new iPad

I ordered a new iPad. My old iPad is damaged. Both are wifi cellular. My old iPad does NOT have a SIM card. Why? Do I need one?

If it does not have a sim card, it may be because you did not sign up for a data plan with a cell provider (they will issue one once you have a plan). And, are you sure your old one is a cellular model? The device listed under your post is simply a WiFi model.
