The Kindle app for iOS currently requires iOS 12 or later, but this could change at any time.

The 2013 iPad Air 1, iPad Mini 2 and the 2014 iPad Mini 3 all max out to some version of iOS 12, currently at iOS 12.5, but these older iPad models will never upgrade to the current and future versions of iPadOS.

If you are looking for newer, older, less expensive iPad models to consider, there are

2014 iPad Air 2

2015 iPad Mini 4

2017 iPad 5th gen

2018 iPad 6th gen

2019 iPad 7th gen

2015-2017 iPad Pro models.

All of these can run the latest iPadOS.

If you purchase used iPads from any untrusted/unsure sources, make sure the potential used iPad has no user activation lock on it!

You can ask for proof in the form of multiple photos/images and/or short videos that show the iPad’s main animated , multi-language start up screen stating “Hello, Welcome to iPad” that is proof that the iPad has been properly reset for sale.
