12 Pro Max 2/3 cameras working

I just got the 12 Pro Max and was really excited to have a triple camera system. But after trying it out, only two of them get used. The middle camera is the wide angle, and the 1x zoom is the bottom camera, but when I zoom in to the 2.5x zoom, it stays on the bottom camera instead of switching to the top like I expected. To my knowledge, the top camera hasn’t been activated for anything so far. Is that how it’s supposed to be? Or is my top camera possibly broken?

Update: after trying again, the zoom lens was activated as it should. But after a couple minutes and another test, it remained on the 1x lens for a bit and eventually switched over after switching back and forth a few times. Anyone know why that is?
