iCloud drive keeps filling up storage

Recently my phone started running out of storage, every single day. I deleted all the photos, I had thousands, yet after a couple of days, the same issue cropped up again. The phone was full and I did not install anything and neither did I take any photos. I soon discovered that the issue is iCloud drive, it keeps filling up whatever space it finds. Of course, my iCloud drive is synced with my Mac and it has become an indispensable tool for my work. I have 2TB capacity on iCloud, of which 64GB are being used, with stuff on my Mac. Unfortunately, my iPhone only has 32GB of storage space and iCloud drive wants to somehow put those 64GB on my phone. I confirmed this since when I switched off the iCloud Drive from the settings, the storage issue disappeared and I had more than 6GB of storage available on my phone. I had had a similar issue with Photos, I used to have a higher capacity iPhone and the photos did not fit on the new lower capacity one. So I had to delete photos from the cloud as iCloud kept downloading them to the phone. I had to stop using photo syncing and started using a third-party solution. iCloud is an amazing feature but it does not make sense to fit all the data on the cloud onto all the devices. I have huge files on my Mac but never use them on the phone. Can't apple's developers set a limit on how much of the data available on the cloud, is downloaded to each device according to Its capacity?

You can choose to remove iCloud Drive specifically from your iPhone and still use iCloud Photos if needed. When using iCloud Drive unless the file is saved locally on your device, it should be removed and stored in iCloud when you need more space. You can find steps to manage your files here:

Thanks a lot for replying but apparently I did not explain myself well. The problem is not the photos, as I have deleted all photos from the iPhone and even the iCloud. The problem isn't the iCloud storage available either, as I am using 64GB from the available 2 TB. The problem is that iCloud Drive tries to keep syncing the 64GB I have on the iCloud to my iPhone, that only has a capacity of 32GB. I want to keep the 64GB on the iCloud since it is stuff I constantly use from my Mac and I do want to access some of them through the iPhone, but I don't want the whole iCloud downloaded on the phone, it defeats the purpose and renders my phone unusable. The only solution I have found until now is to remove iCloud drive from the phone, but now I have lost all great features of the iCloud Drive and Files app :(
