Help - ID verification code not loading

I am trying to 'approve my iphone' but only getting the spinning pinwheel. I read the previous solution to this question and reset the phone, turned on/off wifi, turned on/off cellular, and nothing has helped. I am currently sitting with my phone, ipad, and desktop, all logged in with password and passcode, but the system won't let me verify the phone. What is going on?
