Iphone 11 Stuttering

So recently i've been seeing that my iPhone 11 is stuttering mainly when scrolling or changing apps and its very annoying because it makes my iphone feel way older than it actually is and it disturbs my experience using my iphone. Ive tried a lot of things to fix it I even made a backup of my phone and wiped it clean and installed from that back up and the issue persists. So it's probably something installed onto my phone but all the apps ive installed since it started happening i have since uninstalled just to see if thats the issue and it doesn't seem to be unless its an app that i installed from a previous date before this started happening. This issue is very frustrating and apple support isn't a big help because their app has no been put mainly into categories and when i select performance issue it just tell me to get it repaired and I would like to try more options first. I also installed CPU-x and it tells me that my ram is pretty full and reads sometimes at 95% and only 58 MB of free ram but I have no clue how accurate it actually is and i've also heard that it can be normal because the Iphone will keep some apps in ram to save for when you open that app again. So I have no clue what to do so i'm hoping someone here will have an idea

If you still have trouble, since the issue returned with your backup, the next step is to restore to factory and set up new. Before erasing your device, ensure you have a recent backup in iCloud or your computer. How to back up your iPhone, iPad, and iPod touch - Apple Support


We then need to use your computer to restore your device because we need to install a fresh version of iOS. This help article will assist you to complete these step: Restore your iPhone, iPad or iPod touch to factory settings - Apple Support


Once erased, ensure you set the device up as new, and do not restore any information from an iCloud or iTunes backup yet. Once the device is set up as new, you will test to see if the issues are still occurring. If this issue is no longer happening, we know the issue was with some data on the device or in the iOS version, which will most likely be still be saved in your backups. You can manually bring data back using iCloud or iTunes, but do not restore from the backup as you may bring the problem right back in. Once you log back in to iCloud with the same Apple ID that you used previously, all your data saved in iCloud will start repopulating on the device.
