I am trying to set up my daughters mail on her iPad. it keeps saying that an email account cannot be set up. She is only 10 so is on my family sharing. It looks like I am allowing mail to work but it will not allow me to add her iCloud email account. If anyone can help me at all that would be great!

Try - Settings > Screen Time > Content & Privacy Restrictions > Scroll down to "Allow Changes" and change "Account Changes" to "Allow".

Does she have her own Apple ID that you created for her?
am not sure where I am going wrong here. As soon as I go on mail it says account restriction- this iPad is restricted from creating mail accounts. When I go the mail settings, under accounts it says there is one account but it doesn't let me select the iCloud option. Please see pics attached.

Ah. actually she has her own iCloud account which is how she is signed into her iPad. but no she doesn't have an Apple ID. sorry about confusion!
If she has an "iCloud account" she has an Apple ID. What she uses to sign in to www.icloud.com are her Apple ID & password.
