I have 2 apple ID's - I am currently paying for the 50GB storage on my old ID and I want to cancel that and subscribe for my new ID which is running out of space - how do I do this?

If you still access to the old device - Downgrade or cancel your iCloud storage plan - Apple Support.

Try "Deauthorize All" Button:
Note that you have to wait one year to deauthorize all devices at once. So, try using the "Deauthorize All" button.
Per that link, it says you may have to contact Apple support -
"If you can't select Done
If you can't click Done, make sure you are signed in with the same Apple ID as your iCloud storage plan. You can also try following these steps on a different device. If you still need help, contact Apple Support."

Deauthorize All Button:
Try the Deauthorize All button, as I mentioned above. All devices would be deauthorized, including this one that you cannot access.
I have got to the page where I can downgrade my storage plan, but when I click on the button the page does not respond - any thoughts???
