Why would iPhone / Apple ask me to pay them $3 to upgrade my iPhone on the first day of 2021 so that I can be secure from fraudulent criminals? They should be providing the upgrade for free. I think if they had been doing their jib this whole issue would never come about!

Thats a fraudulent criminal thats contacting you. Apple does not provide a service like that, the iPhone is secure as it is.
Do not contact them again. They are not Apple.

This request almost certainly did not come from Apple.

And if you have entered ANY user names or passwords or bank details into anything after clicking on one of the fraudulent links, the scammers now have that informatioon.
If you have entered username/password, change the password immediately.
If you have entered any bank or card details contact your bank sooner than immediately.
