Apple Stores do not repair nor actually replace iPad batteries.
If Apple Stores find your iPad battery defective/faulty, to expedite speedy customer service, Apple will replace the entire device, in lieu of an actual battery replacement.
The cost for this is $99 U.S.D., plus tax.
Your iPad Mini 2 is, now, over 7-years old,
That money maybe better spent using it toward a new iPad model OR a much “newer” and less expensive, used iPad model capable of running the latest iPadOS versions.
There are plenty of newer, older iPad models that can run the latest, current versions of iPadOS.
Another option is to search online and look for a local, non-Apple authorised Apple mobile device repair shop/center that is competent enough to work on Apple mobile devices and can actually perform an actual iPad battery replacement for a much cheaper cost to you.
