Locked SIM

I have an universal Iphone XR, I had it with T-mobile for several years, when I check phone lock status on T-mobile's website, it says device is not on their system and status unknown, I've tried to change carrier and sim's locked, what can I do to unlock


what can I do to unlock it, its supposed to be universal, and T-mobile says it's not on their system?
