Stop Apps Auto Arranging in Folders

How do I stop Apps from Auto Arranging in folders in iOS 14.3? Everytime I try to move an App in a folder as soon as I remove my finger from the App you will see the App flash then it will be replaced with a different App in the folder. Then the App you was trying to move will be shifted to the last place in the last folder. It is extremely frustrating!!! I’ve tried rebooting my phone but no luck. And I’ve looked in settings for something to turn off or change to prevent this from happening but I didn’t find anything?
