Three requirements - It has to be connected to ...

• the Internet (either wired or wireless)
• a television set (HDMI)

and a remote has to be adequately charged. If you're not sure that the actual remote control is working, iPhones have an app called "Remote" that does the same thing.

Can you be more specific about exactly what happens (or doesn't happen) when you say "... not getting past setting screen"?

What does the Settings screen show?

Is it perhaps that the unit isn’t responding to the remote? If your Apple TV remote isn’t working - Apple Support

Is your issue solved?

When an Apple TV (2nd or 3rd generation) is only showing Computers and Settings, then that indicates that it isn’t connected to the internet. Try restarting both the router and the Apple TV, so they may re-discover each other.
