Can I share my apple one family plan with my sister that lives in Mexico?

It depends upon where your sister has her Apple ID set up and how rigorously you obey Apple's terms of use. Sharing can only be done with members' Apple ID set to the same region or country. Technically if she lives in Mexico she is supposed to have her ID set to the Mexican Store and if you are in the USA (I presume -- you do not say) then you cannot share with her.
