I need to view webm files in-browser and there is an artificial restriction in viewing them. please fix. it's 2021

Download file location prompt When downloading files from the internet, i did not find an option where safari would ask me where to download the file. Files are always downloaded to a default folder, which is a terrible bug for anyone who wants to do anything even remotely productive. Is there a workaround?
