FaceTime usage on UAE iphone
FaceTime is banned in the UAE. If I purchase an iPhone in the UAE will I be able to use FaceTime on it in another country that supports FaceTime? When buying the iPhones in the UAE the FaceTime app isn’t preloaded.

If the iPhone is running 13.6 or newer, yes. Otherwise, it'll only have FaceTime with a Middle Eastern SIM card, not including ones from the United Arab Emirates or Israel.
You'll likely be denied warranty service on it internationally in either case.
