My ipad is installed with ipados 14.2. According to the user guide, there should be a plus sign icon in the markup toolbar for me to do a couple of things in the Note app. However, I can’t find this plus sign at all.

After reviewing your post, it seems like you do not see a plus sign in the markup toolbar in the Notes app.
What are you trying to add using the plus sign?
Are you able to use Markup in other apps like Photos or Mail?

I want to fill out a shape i drew on the Note app with color. There is supposed to be a function in the markup toolbar to do that. But that function is not available in the markup toolbar. However, i realised that these functions are available in the markup toolbar when editing image or photo. Puzzling 🤔
