Uploading settings from one iPad to another

I have and use 2 iPads and prefer how I’ve set up my Home Screen on one while the other’s Home Screen is quite a mess. I want to have the exact same settings on each. Can I simply reset the messy iPad to factory settings, backup the preferred iPad and then upload the backup to the rest iPad? Is there a simpler way? Are the any unforeseen consequences of resetting the messy iPad? (I don’t have any data on the messy iPad.) Thank you.

Perhaps the simplest way to replicate the setup of your preferred iPad - to the second - is to erase the iPad, upon which you intend to create a duplicate, using this process:

What to do before you sell, give away or trade in your iPhone, iPad or iPod touch – Apple Support

Once the destination iPad has been prepared, you can set-up “as new” using one these transfer methods:

Set up your iPhone, iPad or iPod touch – Apple Support

Transfer data from your previous iOS device to your new iPhone, iPad, or iPod touch - Apple Support

Use Quick Start to transfer data to a new iPhone, iPad or iPod touch – Apple Support

There are a couple of caveats. The first is that unless the iPads have the same version of iOS/iPadOS, you may have some discrepancies in Settings; should this occur, differences in settings should be minor.

The second consideration is that the destination iPad will have a “snapshot” of the source iPad’s locally stored data. If data is synchronised using iCloud, the synchronised data will remain in-step; otherwise, as changes to files and data occur, the respective iPad’s content will obviously diverge.
