Perhaps the simplest way to replicate the setup of your preferred iPad - to the second - is to erase the iPad, upon which you intend to create a duplicate, using this process:

Once the destination iPad has been prepared, you can set-up “as new” using one these transfer methods:

There are a couple of caveats. The first is that unless the iPads have the same version of iOS/iPadOS, you may have some discrepancies in Settings; should this occur, differences in settings should be minor.
The second consideration is that the destination iPad will have a “snapshot” of the source iPad’s locally stored data. If data is synchronised using iCloud, the synchronised data will remain in-step; otherwise, as changes to files and data occur, the respective iPad’s content will obviously diverge.
