Siri does not respond by voice when I summon her by pressing and holding the home button on my iPhone 7. I get the swirling Siri icon, but no voice greeting.

First you should speak to Siri.
That didn't work. I never get a voice response from Siri. This seemed to be linked to my recent update to IOS 14.3. At least I first encountered this issue after the update, but I don't know if this is because of a problem with 14.3 or not. Just the timing of the update and this Siri issue that makes me wonder if the two are connected.
I now also have a new icon on my home screen that looks like two concentric circles surrounding a whute dot in the center. then I click on it I get a black square with items like "Notification Center", "Device", "Control Center", etc. Clicking on any of those items brings up some other options. I do not know how this got there, nor how to get rid of it. I don't know if it is connected to my Siri issue or not.

This sounds like something you set in Settings > Accessibility.
checking my accessibility settings revealed some things I had managed to foul up. Fixing those settings solved the icon problem - thanks!
I still have the issue with Siri, but I can live with it.
