I’ve deleted a lot of photos and email to free up some space on my iCloud but I still get the same message that my iCloud is full, can someone tell me why that is?

I’ve deleted all my photos and all my emails just to free up some space on my iCloud but I keep getting the same message that my iCloud storage is full, why is that? I’m not paying for an upgrade
