Support.apple.com/iPhone/restore

I just did an update on my old iPhone SE. My screen is showing a picture of a USB plug, an iTunes pic and this web address support.apple.com/iPhone/restore. When I go to the website I am following the directions but when I try to restart the phone I am stuck on this black screen. Held down the home key and power key at the same time until I see the Apple logo but the phone is not restarting or shutting down.
