The MIDI Server can't be opened

MIDI Server won't start on OSX 10.14.6 late 2013 iMac.

Have not installed any new drivers or devices.

Trashed the following:

/Library/Audio/MIDI Drivers

/Library/Audio/MIDI Devices

~/Library/Audio/MIDI Drivers

~/Library>Preferences/com.apple.audio.audiomidisetup.plist

~/Library>Preferences/ByHost/com.apple.midi.*.plist

Emptied Trash, Rebooted

Logged in as both Guest and User -- no good.

"The MIDI Server can't be opened."
