If you have any other USB-C cables, we'd recommend trying that to rule out any issues with the current one you have connected. You'll also want to make sure the USB-C cable is connected directly to the monitor on one end and directly to the computer on the other end. If you have any sort of USB hub attached to the computer that the cable is connected to, the computer won't recognize the monitor.
