Debit card showing failes

I am using HDFC debit card which i have entered in my mobile but since last few days it us showing failed. When contacted woth apple support they are saying the problem is bot from our side contact your bank and when i contacted the bank they are saying that the lroblem is not from our side contact apple suppport. Please help as i am unable to download anything from App store.
