I finally decided to upgrade my reminders on my iPhone. When I hit upgrade, the sync button appears for hours. The upgrade seems to have happened, but if I quit the app or don’t open it for many hours, then it automatically reverts back to pre-upgrade.

Correct. You can certainly upgrade Reminders on your iPhone, however, you'd only see the upgraded Reminders on devices running updated software. Are you running the latest iOS version available for your iPhone? You can locate this in Settings > General > About.
You can also try offloading and reinstalling the Reminders app. Go to Settings > General > iPhone Storage > Reminders and tap Offload app. Tap Offload app again. Wait a moment for the app to offload, then tap Reinstall App.
Try upgrading your Reminders after the reinstall.

Welcome to Apple Support Communities. It appears that you're having an issue with Upgrading the Reminders app in iOS 13 or later. Do you use any other devices with the same Apple ID and sync Reminders. If so, are they updated on the other devices?

Yes I do use Reminders on my MacBook Pro that is not up to date with software (too old of a computer). I assumed I could still upgrade on my phone and that syncing just wouldn't work anymore. Is this correct?
I am still having issues after trying the recommendations so far. Now it reverts back within seconds (see screenshots attached). A few updates... my phone is running the latest software update, my MacBook Pro is also now updated as well. I have tried restarting my phone, turning reminders on/off in iCloud settings, and also tried offloading reminders on my phone storage.
the screenshots show each change that happens when I try to upgrade. The total time between the first image and the last is maybe 10-15 seconds.
