How can I get pictures from my PC to show up on my IOS devices?

According to Apple support, I have to run Icloud for PC, and turn on My Photostream.

There is no "my photostream" option in the Icloud for PC app, so how can I turn it on?

to sync using iCloud: https://support.apple.com/en-us/HT205323

another way to sync is to use iTunes: https://support.apple.com/guide/itunes/sync-photos-itns3102/windows
