Settings show my computer software is up to date but I only have 12.5. How can I install the iOS 13 or higher?

iPad Air, iOS 12

If you have an iPad Air and it is stuck on iOS 12.5, then you have a first generation iPad Air. That is a 7 year old device and does not have sufficient hardware to run anything newer. If you need a higher iOS, you will need to purchase a newer iPad.
