Missing photos

I'm having trouble with my iCloud. I have uploaded all my photos in there and now I have deleted them from my PHONE memory. Now I went to check some old photos from iCloud and they have been deleted? Help please.

That's how iCloud works and was designed as it's classified as a syncing system (Apple doesn't offer cloud-based storage). As for the missing photos, did you already check the Recently Deleted folder - If you're missing photos or videos in the Photos app - Apple Support.
