WiFi vs. Cellular Use

I have Cellular Data turned on, but the phone is almost always connected to inhome Wifi. I just reviewed my Cellular data use "for the period" and saw "11.3 GB." The list of users of the cellular data is long and includes apps that a) I haven't operated in months or b) I only use at home when on WiFi. I am retired and out of my house connected to AT&T perhaps 3 hours per week, only just carrying the phone unused 95% of the time and using it only to send or answer calls the other 5%.

My plan covers !GB, but I never get a bill for exceeding that. There is something I am not understanding here.

If you are looking at the Cellular Usage on your iPhone in Settings->Cellular, then that just shows you usage since the last time it was reset by you.

If you've never reset the usage, then it's showing you cellular usage for all time of that iPhone.

If you scroll to the very bottom of the App list there, it will tell you when it was last reset. And as such how long it's been counting the data usage.
