Contacts not syncing from Mac to iCloud or iPhone

Hi,

I typically add contacts on my Macbook Pro but they are not syncing with iCloud or my iPhone. I've double checked all my settings and icloud is syncing. I also checked it off and restarted both devices but that didn't work. I even looked on my Mac to make sure the contacts are being saved on my icloud list and that is happening too. Not sure what else to do to fix this issue.
