Why won't Disk Utility let me erase by hard drive while using IOS 10.12.6

MacBook Air 11″, macOS 10.12

That is because Sierra is booted and active. One can not delete the hard drive while booted into the macOS. Suggestion, if one wants to delete everything for computer, make sure to have the replacement macOS already download and a Bootable Installer created. That will be one of several ways to preform an " Erase and Clean Install ".
