I'm following the procedure to create a table of contents in Pages and I keep getting the note "The table of contents is empty because you aren't using the paragraph styles set to appear in it." Nowhere does the help app talk about this issue. What am I doing wrong?

Click on the Table of Contents, and a new tab will appear on the right panel that will allow you to choose the paragraph styles that you wish to show in the TOC. Once you have selected these, the TOC will populate where those styles are used.

The TOC is generated, but the issue arises when I try to insert it on a page. I have assigned different styles to no avail. Message says I’m not using the style—then how is it generating the table? It just won’t allow me to insert it as the instructions say.
My experience with the TOC is that it wants to be inserted at the beginning of your document. Elsewhere, and it will precede the current page with the TOC contents, and probably a blank page as well.
