Games running fullscreen with letterboxing, red lines where black bars should be

Ever since the Big Sur update there are red lines filling the letterbox area when in full screen. Here is an example of what I mean

Weirdly, this doesn't happen at all when I have an external display connected. Whether I'm mirroring the display or using two separate displays, whether I go full screen on the built-in display or on the external display, the issue completely disappears. But when I unplug the external display it's back again.
